The rule about summoning not from your 'universe/canon' applies to named characters. It doesn't apply to nameless mooks.
So anyone could easily summon a space marine if they'd seen one and felt like it. They can't, however, summon Marneus Calgar or Cato Sicarius.
The first thing Proto Man deliberately summoned to the Omniverse was a Chocobo, because he remembered playing Final Fantasy II in a halfway house. And I'm pretty sure that the character Dr. McNinja rides around on a yoshi he summoned.
