Why couldn't Palpatine summon space marines?

The rules say that you can't summon Secondaries from unrelated places other than your world:

In regards to pulling NPCs from unrelated media - for example, I'm Samus but I want to use a Dragon Ball Z's Vegeta in my roleplays - this is generally a no.

Although, upon closer inspection and given the way it's worded, that might be more of an OOC rule rather than an IC one,

Unless palpatine is one of the strongest npc's prime created to give the omniverse shape and mods/admins just thought it would be better if there were more different kind of secondaries than just stormtroopers.

And who knows....perhaps palpatine has a warhammer prime prisoner in the basement providing him with marines.....you never know ! Dont question everything...it ruins the magic
