as powerful as they were in there home verse, they're abilities can be severely deprived cause omni-balancing. How much though we dont know, I can speculate that (since they are elite guards to Palpatine) the Marines could be equal or around a 3rd-5th level prime.

Perhaps... though I wouldn't bet on them being that weak. Remember, according to the rules a Prime can summon a Secondary with a level equal to their own. Now, I don't know what level Palpatine is, but I'm pretty sure it's higher than five, and like you said, these guys are supposed to be his elite guards.
If I was him, I'd certainly make my bodyguards as powerful as I possibly could.
