That actually does. Xehanort is not one to do something without a reason for it, including wandering around aimlessly
Rumors like this put you all on the map (so to speak), and give him reason to investigate if he chooses. as for giving reason to wade waist deep into the glory of the tan sands.. well..... no. The only thing i can think of how he would learn of the place is by learning it first hand, or second hand if from an imperial scout (if they are still in the dunes). I was thinking maybe an npc could direct him to seek out thaal (if he's the deputy) for more in depth information.
