For the clone, unless the clone is VERY obviously a clone (with obvious facial irregularities or what have you) I'm going to say you need shape shifting because it could be used to copy and shift into anyone, basically letting you use that power. It would also be 300 extra for this variability.
If you could mention roughly how much chakra it takes to create a single clone and also to specify that only a single clone can be created (I'm assuming that's the case, because it doesn't mention otherwise, but it would be good to have that in writing) that would also help out. For a clone with only those basic abilities I would say a "smallish"/"fairly small" amount would suffice.
