So... would it be acceptable to have a Form which reduced your stats to zero, or to one maybe; in order to have a character who is essentially just a regular person when outside of combat?

I don't think that's a thing , but i think you can always have a character come here with their stats allocated as normal, but for RP purposes role play them as weaker and have them train up to what you allocated in the joining thread.
E.g.
ATK: 1 - 3
DEF: 1 - 2
SPD: 1 - 2
TEC: 1 - 3
Where the number 1's are for purposes, so you could write your character as weaker and train them up to their actual starting stats.
I think there was someone here who did this, but I'm not sure who.
