If he keeps it on for the full 10 seconds, it will leave him pretty tired. Not enough to prevent him from doing anything else, but enough that he would be unlikely to be able to do it more than twice in a single battle. If he only uses it for small bursts it's much less draining, however.
And yes, it summons directly in front of him. The wind tunnel itself is only able to issue straight forward from his facing.
