Do we have an item that can negate a Prime's powers when used on them, specifically for capture after being defeated in a fight? For players who want to hunt bounties, but don't want to have to kill people for the reward, so instead turn them over to authorities of the faction that has the bounty. I don't expect it to be a certain thing, but is there a protocol to be followed with this? I really need the ability to negate powers in the handcuffs or whatever they are, especially since I want to hunt down someone with phasing and shapeshifting. 

Just curious. If not, I don't mind killing them.
