Yes. If the subject is willing, you may read their thoughts without issue. They can't send messages back the same way you do, but in theory, they could formulate thoughts as though they were speaking to you. Just keep in mind that, if they have any thoughts or memories they don't want you to know, then you will encounter resistance.
