Forged from an unbreakable metal and infused with Ether energy, its metal parts can seamlessly shift and retract, allowing a concentrated burst of blue Ether energy to shoot out roughly five meters long and three meters wide, giving the wielder a long range of attack with virtually none of the clumsiness that weapons with physical blades possess. The Monado's true power comes from its ability to manipulate the essence of the universe, granting its user the power of foresight, as well as a wide array of abilities known as "Arts." When an Art is activated, the Monado's innate Ether lights up, and the circle near the handle displays a colour and Kanji symbol associated with that particular Art.
So, I assume this is like Smash Bros where the beam can expand and contract at will? Just to say you should probably include that in the description for others who aren't familiar with it. It will be 600 because it's variable.

The Monado's Ether beam changes to a light green, and when swung, it releases a five meter long beam of Ether that travels horizontally to its target. Purge, in addition to doing regular damage, it dulls the mind of a single opponent, making it difficult for them to execute complex attacks and ensuring that foes cannot read his mind to circumvent his visions. The effect lasts for approximately one minute, but this is reduced if the beam travels farther than five feet.
You're going to need additional downsides. To quote the moves guide,:

"Moves must generally have downsides equivalent to their effects. We generally assume that even weak moves cost some fatigue; for example, swinging a sword or blocking the shield is going to tire you out, that's a given. So, assume that as a move get stronger, the downsides need to be greater in order to compensate. If your character attacks with six times the strength of a normal punch, they'd better have six times the windup, or leave you winded because of how fatiguing it was. Or a combination of both, where you have three times the windup and feel a bit winded. Get it?"

In other words something that damages and debuffs for an entire minute is noticeably stronger than a regular attack, so you need to mention a downside like a charge up time and/or increased fatigue.

This would be 300.

The Monado's Ether turns dark blue, and Shulk is surrounded by a similarly colored aura. For one minute, Shulk will move at double his normal running speed. His reaction times improved to compensate for the increased speed, but the strength of his attacks are reduced due to his body focusing on strengthening his leg muscles. Once the Art wears off, there is a period of exhaustion as the exertion catches up to him.
"You wouldn't be able to give yourself boosted movement speed without a power up, or burst movement or super speed."
The way you describe it here would be an alternate form, where you swap out ATK for SPD. The full description for alternate forms is in transformations; they cost 2000 due to how useful they are in so many situations.

The Monado's Ether turns dark yellow, and a hexagonal sphere briefly surrounds Shulk and up to two other allies who are nearby. Shield protects whoever it is cast on until shattered by successive attacks. While it does not completely nullify damage, it greatly reduces it and ensures that attacks that would normally be lethal are weakened. While under the effects of Shield, Shulk and his allies move and attack a quarter less quickly than they normally would. Shield's effects will automatically end after one minute.
How quickly is this casted and are there any downsides to Shulk? If not and if instant/easy it's going to be quite a weak shield especially when used to shield two or three people; it would only be able to take one hit at best. Would be 600.

Quote: -Enchant (Requires Buff and Debuff proficiency)
The Monado's Ether turns light purple, and upon swinging the blade, a similarly colored mist surrounds two of Shulk's allies. For one minute, their strength is increased, making their attacks more potent. In addition, enemies that were previously immune to damage are now vulnerable. This comes at the cost of Shulk's own attack power, which is either reduced by a quarter or a half depending on whether one or two people are affected.

Quote: -Buster - Tier 1 Super Move - (Requires Ranged Materialize and Debuff proficiency)
The Monado's Ether turns dark purple, and its Ether elongates to ten meters and widens to five meters. One swing will deal an incredible amount of damage, piercing multiple enemies in a row as well. After that strike, the Monado will return to normal. While Buster is activated, Shulk's defenses are virtually non-existent.
