mmkay I think i had this issue because I myself had bought 2 or  3 stat unlocks. Here is what I did. When considering the stats for my alternate form, I placed the points, the ones I bought, where i had them originally. This is because they are Permanant upgrades, which gives me  10 points left to distribute.

Though this one wasn't incredibly radical in change, I could not have given more than five for speed due to the fact I can't put more than 50% of my non-permanant points into one spot. Should I have bought an additional point for either attack or speed, then I would have been able to obtain 6 or more.  Though the rules may seem like they are counter-acting each other (and maybe they are) but it is all about your ability to interpret them.
