I personally think Camelot lends itself better to such an event, given its history of racial tensions. That said, just because Coruscant has less racism than Camelot doesn't mean that there isn't any. Even if non-humans technically have equal rights, there could still be a form of systemic bias around as a result of still lingering racism.
In fact, you could tie the riot to the theme of poverty and class division, which ARE major issues in Coruscant and it's entirely possible that they disproportionally affect non-humans compared to humans.
