I interpret it that, since there is a distinction to separate it from summoning, combining is just the way that secondaries can use Omnilium to make things. There's some other stuff in there about Omnilium being obtainable from just about any sort of raw material, so I figure that you take different raw materials, render them to OM form, and then combine different rendered bits of OM into what you're trying to make.
EDIT: I think it's safe to say that since there are no hard and fast specifics about it, we can wrangle it as we see fit. If Omni feels official clarification is in order, I'm sure he'll update the information
