Slow Burn — it needs some kind of energy drain or something proportionate to the damage dealt so it's not just permanent. I know you've got the anger thing, and it's kind of implied that it takes energy, but having it there in the description just stops other people reading from thinking that they can have permanently active defences with no energy drain. Enel's first move is very similar if you need a reference.
