They CAN pick them up. They rarely do. And, typically, the Rock Types who'll make the greatest use of these moves usually have high def and hp, and lower attack and speed stats. I mean, hell... you really worried about it? Give your Charizard Steel Claw and just rape the rock type before he can move. If another type uses the rock move, you should be able to survive at least one or two hits before going down.
