Assuming that mine was the "endless banishment one", that was pretty much my line of thinking. On the other hand, you've first got to start hunting for people to banish (which can easily lose your artefact) which is why I thought a passive stat boost was needed, so you have a higher chance of banishing at least one person before you inevitably get destroyed. Also you'd eventually run out of bounties to hunt if you manage to kill them all, so the banishment part will mean a lot less after that. Unless your character has a lot of grudges/enemies/grudges against enemies.
My other idea has the endless banishment thing as a part of it and I'd bet you money that it wouldn't get approved, but y'know.
Primordial Chaos
Taking the form of whatever the wielder wants, the Primordial Chaos gives access to a certain pocket verse, where the user is powered up. (+3 to everything). It also acts as an infinite use banishment circle, though it instead transports the banished to said pocket verse. On the other hand, you get exactly nothing other than infinite banishments if you're not in the pocket verse, and Diablo still needs one more person for his Underverse Dance Party.
Managing to escape the Verse through a quest will cause the banished to dramatically rise out of the Primordial Scar (who knew) and they will have infinite access to that verse through a normally invisible gate from then on. The wielder also gets unlimited access through said gate even if they lose the Artefact. The wielder of the Artefact will be able to use the pocket verse to travel to any other verse while they're in said pocket verse (have I said pocket verse enough times yet?).
However, losing the Artefact will cause whoever it got stolen from to get slowly possessed by a Spirit of Vengeance that used to be inside the artefact. (Some say it's the spirit of the Tarrasque. It isn't) After possession by the spirit, the old wielder is overtaken by a desire to get the Artefact back, and will relentlessly hunt after who stole it from them. Assuming they die to the thief, the spirit will go possess somebody else, and the new host will eventually start hunting after the thief themselves. Whoever is possessed by the spirit gets a free Tier 1 or 2 (depends on level) Powered-Up Form (forced use against the thief) and can enter the pocket verse anytime anywhere, similar to who holds the Artefact.
