MOAR QUESTIONS

If I wanted to create Nova Terra or just make an NPC named Nova and use her likeness do I need to submit it as an NPC?

She's going to be Trixie's co-worker when working for the Empire and her superior and commanding officer. Whom will hunt Trixie later on.
