Well if I'm getting Master Teleportation, the proficiency itself has limits on it.It says 80 meters. So for me that's kinda self-explanatory on the limits you asked for. I don't really understand the requirement for Area Shield Proficiency.
For the energy javelin, I'm not expert in measurements, but I would say that the largest she could make would be like 6-8 feet. I'd say she could have 2-3 of the max length out at a time (so more daggers if she used those), and they dissipate upon impact.
