If you want Reverse Flash to be a Prime, you'll need to submit a sheet in the NPC Approval thread. However, most new members are prohibited from bringing in primes, since we like to know how many Primes are in the Omniverse at all times.
Alternatively, you may just keep Reverse Flash as a secondary, and figure a different way for Flash to have been summoned to the Omniverse.
