‘Best’ Character – I would say Jon wins this. Green Dreams, his inner thoughts, and generally the underlying processes running through his head earn him best character easily.
‘Best’ Writer – I would put my vote towards Straizo. He does excellent work with characterization, description, and the like. Straizo is a believable, falliable, character, as evidenced by the bodies that he seems to create, despite his best efforts.
‘Best’ Solo Story – I have to say Straizo's the search for power cinches this one. It was very well done, and did a splendid job of showing off the interior workings of his character.
Most Helpful – Doomguy gave me some great advice regarding some concepts I've been working on, and has generally been a supportive and wonderful member of the community.
Rising Star – Shay, for certain. He does excellent writing, and the swashbuckling nature of his character is apparent. It's always entertaining to see a more historical or fantastical character enter Coruscant, and deal with the hazards of everyday life. Coupled with his excellent dream sequence, he has my vote.
‘NPC of the Month’ – Behemoth, in Gildart's Needless carnage easily wins this for me. Behemoth is a clever, ruthless secondary, with noble goals. I always admire a cunning character over a charismatic one, and Behemoth's jailbreak is admirable. It also displays a rarely seen attitude towards primes: Tools. Behemoth used Gildarts as one would use a screwdriver, applying him in precisely the right areas, and then trying to toss him into the works to guarantee his escape (fortunately it was unneeded). I do hope to see him pop up in a latter storyline!

Torcher of tomes, slayer of sorcerers, taker of ears, and flayer of men. Reasonable rates.
