How exactly does this work in a place like The Pale Moors, where they don't really have the technology or interest in ONN broadcasts? For example, is it safe to assume Dobson knows about this and would mention it when I visit Darkshire? Maybe there could be some kind of an "advertisement" in The Nexus, so Primes can see it during their travels between Verses?

There will be advertizements in the Nexus and everywhere else.

But essentially what Dark Link said is true. This will be everywhere, but it's not going to be uniformly present in the same way. Sure, Darkshire is downtrodden, but I'm pretty sure that the mayor would accept a lovely amount of OM to post flyers and pay town criers to do Karl's work for him.
