How exactly does this work in a place like The Pale Moors, where they don't really have the technology or interest in ONN broadcasts? For example, is it safe to assume Dobson knows about this and would mention it when I visit Darkshire? Maybe there could be some kind of an "advertisement" in The Nexus, so Primes can see it during their travels between Verses?

I imagine the main point Proto was driving at is that you can make up whatever method you want for finding out the news, since Karl Jak is likely to employ a variety of communication channels in order to ensure that as many people as possible hear of the event. Even if places like The Pale Moors don't receive the news directly, chances are that word of mouth will spread fast and reach even the most remote and desolate places. Plus, it's not like Jak is an idiot; he's probably perfectly aware that there are many people who don't have any way of receiving news from the Dataverse and has likely used alternatives for such places. In the case of places like Darkshire, this would probably take the form of messengers shouting about the event in town squares and/or putting up posters and/or even using magical devices to spread the word.

In other words, whatever method you can think of, Jak is probably using it. So just pick one and go with it.
