Note: I see this as Telekinesis, but actually weaker. Having the costruct present doesn't provide any benefit, and has the downside that it can attacked directly to stop the effect. Telekinesis is an invisible, unstoppable force and the only way to stop it is attacking the user. See where I'm coming from?
Hard-Light Construct (requires Telekinesis)
Sinestro can manipulate objects with a variety of tethers, ropes and other light-appendages made through the power of his ring. These are more tangible than traditional telekinesis, and so are slightly more difficult to break, but unlike telekinesis are entirely visible and can be attacked directly.

How's that? 300 OM since it's just a simple expansion of an existing power.
