>By "balance", what do you mean? Just generally out of breath and tired? Can he not use other moves during this time? Can he only move at half speed? Is his aim off, or can he not make attacks at all? For 20 seconds, I'd expect the drawback to generally be lighter, so just say something clarifying his speed is halved and his attacks are less accurate. Since regaining balance to me makes me think of him standing still for a while trying to stay upright - which is probably not what you meant.
>Since super speed usually only works for going in a straight line, I think this should leave him tired afterward, especially since you said the momentum puts a strain on his body.
