Fire - this needs to be more clear-cut. If you want to throw a fireball, that's cool, but mention how big the ball is, how long it takes to summon, and if it fatigues her. If you want to create a barrier of fire, you'll need to create another move for that (and probably need to pick up the Area Defence proficiency too). Any other application of fire will need a separate move.
Self-Fire Immunity - you don't need to pay for this one. If you want her to be immune to fire, that can be a writing tool. However if any PC attacks you with fire, it's still going to hurt (omni-physics being as they are, there's no immunity to any type of damage from an opponent).
Fire Manipulation - I'm unsure what you're trying to do here. If you want to create other types of fire magic (ice fire, etc.) you could technically lump it in with your Fire move as long as the basic effect of the attack is the same (ie. ice fire does the same damage/effects as regular fire, but it's icy/blue/whatever else). If you want to create variants of regular fire that do different things (eg. ice fire can freeze someone in place) you'll need to purchase other proficiencies that allow those effects (eg. freezing someone would require the Debuff proficiency). In any case, it wouldn't be a super move.
