It is surprising how many characters from prominent anime don't show up. These kind of RPGs are usually loaded with them.

I think they like to stick to their own canon forums. Because of the way the Omniverse is built, Canon characters don't have any guarantee that the other characters from that will be taken, which means they need to either wait for someone to take the character, make them an NPC, or try and find a suitable stand in if they want to do a character arc with other characters from the canon. It can be a bit daunting when they're used to only having one fandom at a time.
