Amendment to my last post:
Moves that can be charged for X seconds OR Y seconds cost the same as moves that can be charged from X seconds to Y seconds. So when you've got a move with a basic version, and then a variable charge option, it will only cost 600 OM of the basic version is essentially the same as the charged version - but just for a small charge time.

-> If you want. It doesn't really matter. You can make the foddery choice to let the max charge time be equal to your ATK*2 in seconds or something. While someone else with 0 ATK could just say "yeah, I can charge this up to 30 seconds". Or you could even use level as a parameter.
-> -> I don't quite follow here. If you want a move to impact another move, it's better to just make it a variant. Anyway, I don't see why you'd need a move to let you charge a move with a variable charge time even longer when you can just increase the numbers in that original move.
