I mean, yeah. Choking sounds sorta detrimental.
But I wouldn't push for debuff on something like "set this area on fire for 10 seconds - the fire continuously damages all people there". You'd need debuff to actually set someone on fire for the 10 seconds though - obviously. Hence why I'd probably let Wario's move fly without it - since it's basically just damage. If he'd added a dizzyness debuff or specified some actual debilitating effects, obviously it would need it. But it's a super attack, so the choking is obviously just a form of damage.
Like, doing continuous damage to someone doesn't need debuff. Unless it's some lingering damage-over-time effect applied to them.
