Wario releases the mother of all farts, forming small mushroom cloud of methane. Everyone with any orifices in a spherical area of 12 feet within Wario is stunned for 4 seconds (unless you're underground or something). Separately, for every second you are within the cloud, you take some choking damage. The cloud lasts for 30 seconds. Such a massive gas cloud takes quite a bit of energy to generate, and Wario will find that he only has a limited amount of Stomach Power (SP) to repeat it in a fight.
Thinking about it, not really... No. You don't need debuff for "continuously damage all people within this area"-type things. That said, "choking" damage does sound somewhat debilitating - which is probably why I didn't question you adding the proficiency at the time I approved it (at least, I think I approved it - or at least looked at it in approval/your join app).
