Being able to change minor features (such as ears, hair, colour schemes, and even growing tails) is totally fine as "roleplaying fodder" and doesn't require you to spend OM on anything. (That said, if you wish to use the tails to any advantage, like actually hitting someone with them or using them to pick things up or block attacks - that would require a move. But if they're just 'floof', you can just *have* them. Sidenote: I don't consider using your tails to direct the fireballs to be a use of them. It's just wiggly floof. By use, I mean them physically doing something.)

One last thing, relating to this: "Common sense bite/claw attack while feral and punching/kicking/holding weapons while biped. Nothing beyond physical norms."

It's not relevant right now, as you don't have Physical Attack proficiency and you're starting off as a ranged combatant, but things like claws and teeth will need both physical prof and a move if you wish to use them in combat effectively (while they're body parts, they are still considered to be weapons - just like a dagger or sword).

Thank you for this info. all of this is within line of what I understand.
I will remove what I have about shifting for now and start out just as a fox and see what can be done later.    

Alternate forms seem like a viable thing and i can *rp fodder the look up* but as you said if i wanna use the tails to smack people that be a move and id need the strength prof+move

My next thing to buy would be the strength prof anyway
