Some questions about Telepathy

If they are in your immediate vicinity, I'd say yes. It would essentially be like talking to them if they are that close. In fact, I had to do that with Dark Link because he is a mute and that is how our characters communicate. Reading thoughts would take effort obviously, like you'd have to focus on that person or individual. You just can't be actively reading thoughts all the time. The Omniverse would dampen that a bit. Like my character Sarah found it relieving to NOT be reading minds constantly for the first time ever. And found she had to say focus on Stormtrooper A over there in order to 'hear' his surface thoughts. Anything deeper than Surface thoughts would require a Move and maybe the Insight Power as well.
