Some questions about Telepathy

I'm thinking about using Jace Beleren from M:tG as the remake for my alt.  If you're unfamiliar with him he's a mind mage with abilities like telepathy, clairvoyance, and illusion.  I'm going to be mostly non-combative so I can explore Coruscant and Camelot and try to collect some artefacts and learn about different types of magic.  Just looking for some clarification on powers descriptions from the rules.

1) In Telepathy it says: "Characters with this can send messages to anyone they can see or sense (for example to ask for help during a fight if your ally is in the verse and you have Life Detect), though they will not be able to receive them without a Communicator unless that person also has telepathy."  

Does this mean I can convey a message to them but they can't understand it?  Or that they can't send messages back to me without a Communicator/Telepathy?

2) To use moves with Telepathy that "invad[e] their minds with disruptive thoughts" do I need Homing Proficiency and/or Debuff Proficiency?
