Not as far as I can find, no. (God I hope I’m not being blind)

Just wanted to throw out that the council has never been officially established. I used a Golem, Alakazam, Machamp, and Gengar once, and I think Sabrina also contacted a Alakazam when she passed through. This was some time ago and can obviously have changed and such, but if you're looking for some background that's what we got that I know of.

If you want, yes. Or you can come up with your own council. I'm assuming it's a republic type council that might rotate out who leads it so if you want to change the Pokemon on it for your needs that's fine.
