Just wanted to throw out that the council has never been officially established. I used a Golem, Alakazam, Machamp, and Gengar once, and I think Sabrina also contacted a Alakazam when she passed through. This was some time ago and can obviously have changed and such, but if you're looking for some background that's what we got that I know of.
