Very nice character concept!
Ionic Discharge: How fast does the wave move outward? Is it just electricity that jumps along the ground or does it also cause some kind of vertical wave of force, i.e. could someone hop and avoid it? Do either of these require him to be still and concentrate or can he move around freely? Is the duration portion describing the damage taking effect over time or does this stun or something? Can he use this concurrently with other moves? For the stamina drain, a light drain seems a little unbalanced for something that does moderate damage in a ring or double that (heavy, I'm assuming) to a single target. Can you clarify this a bit?
Centurion's Might: How fast does the omnidirectional wave move? Is the single-target version a melee strike like your other move or is it a beam/projectile (and if it is a projectile, how fast does it move)? By immediate vicinity do you mean essentially touching him, or would someone <1 foot away still be thrown? For the omnidirectional version, add in the phrase 'up to' like you have in the other version, since depending on stats you might not be flinging some targets the full 10 feet. Can he use this while moving and does it require any kind of concentration? Can he use this with other moves?
