It's more or less that Primes are arming secondaries, and/or summoning them with inherent power by putting more omnilium into their creation (in the case of monsters or space marines).
But the Omniverse is full of mysteries, and I like to imagine there are many routes to power - leaving us open to future storylines. Hell I don't mind people coming up with special storylines based on original lore ideas, just as long as they go through me. (And for those seeking this, I generally say "sounds cool!" to most minor things that don't affect the 'core' lore, though deeper ideas make me go "hmm" and have to furrow my brow and think about it for a bit)
