Omniphysics and the Cognizance Thereof

I brought this up earlier in chat, thought it might be worth a thread.

It's always been my thought that Omniphysics are not an OOC excuse for how things operate, but an actual, real aspect of the Omniverse itself - hence why powerful characters in their own series are confused when they arrive in the Omniverse to find themselves depowered. There's an actual, real thing that happens to them, that changes how they operate, and they're aware of it.

Extrapolating on this, given that the huge majority of the Omniverse is comprised of "secondaries" that can actually, you know, die, and are probably interested in not dying, it's been my assumption that they have probably experimented and quantified the rules that govern the Omniverse to the same extent that we, the players, have ourselves. For instance, if a threat arises on Coruscant that's identified as a Telekinetic, response teams would be trained and know that they are generally safe outside of a 60 meter radius, unless the Telekinetic has some sort of imposed Condition on how its powers work.

So, are Omniphysics an actual thing, or strictly an OOC tool? I think the former is more interesting, myself.
