That might be true, but I'm pretty sure Omni or Alex already stated that you can make an NPC prime into a forces prime once they go live (assuming you can afford it and they're not too high level, when you'll need to make adjustments), so 13's answer was correct.
But yeah, anything else is just speculation and thus not fit for quick questions.
