Rewriting my move per instructions here. Just need a senior staffer's tick.
Taiyoken (Solar Flare) (Tier 1 Super Utility) (Area Attack, Debuff) (600) - Cell spreads his fingers and raises his hands to either side of his face. After three seconds, Cell yells the attack's name (Taiyoken!) and a blaring white light engulfs the area around him for 100 metres, where Cell is the centre point (ie. 50 metres in all directions from Cell's position). Anyone in the vicinity is blinded by the light, causing moderate eye discomfort. This attack even works for those who might close their eyes if they know what's coming, but it can be blocked for an individual if they use a Super Defence. The blinding effects last for twenty seconds.
