Hello, and welcome to the Omniverse! There are a few tweaks you need to make to your joining form, and some additions to your moves, but after that, we're all set.

He has since been given a Mop_and_Bucket.dll file, that diverts his more neurotic behaviors into something a bit more useful. He was never given much in terms of deductive reasoning or decision-making skills, and generally is tasked with taking blows on the proverbial chin.

One fateful day (a Wednesday), the factory’s plumbing backed up and flooded the hallways with organic waste. Overwhelmed with the amount of filth, Dent managed to reduce the entire facility to a cinder. Scratch, not willing to abandon his counterpart, brought him along as they ventured forth into the world outside. The pair have since been hunted by attorneys from Dewey, Sue & Howe for their part in the day’s hijinks.[/spoiler]

You need to add a little bit to the end of his history saying roughly what he was doing when he was taken to the Omniverse. Or just reply in the thread. Doesn't have to be long, just a small brief. Like, was he taken right after leaving the facility? Some years later? Etc.

Physical Strength is a proficiency, not a power.

His printer goes into overdrive, and Scratch cycles his entire ream of paper and printer ink through his head-mounted paper-shredder. The equivalent of throwing sand in someone’s eye or using a smokescreen to cover an escape. Melee range. Distraction/stun. No damage.

Roughly how long does this take? And how long does it last? 
How long is melee range? The standard 12ft, or something else? 
How big is the 'smokescreen'? Does it spray out in a straight line, or a cone?
Try to be specific.

Internal magnetic coils generate a powerful magnetic field, collecting and warping nearby ferrous material(iron, and materials that behave like it when exposed to magnetic forces) into a movable parabolic cone approximately 3 feet wide.

How long does this take? Also, without ranged control proficiency, you'll only be able to pull in materials within 5ft of you (which you should mention in the move). As a side-note, iron probably won't be readily available enough for you to use this often. You might want to have the move just create a shield out of iron for you instead.

Internal magnetic coils suddenly reverse, blasting all collected materials in his shield outward in a directed wall of shrapnel. Mostly harmless outside of melee range.

This will need area attack proficiency if you want to spray all this over an area. Also, how long does this take? How far is melee range? 12ft? How fast do the materials shoot? Can you describe the area they affect a bit better?

Sorry, but I'm going to say no here. Killing yourself to do damage isn't... viable. Taking some damage to deal more to an opponent, yeah. Killing yourself? No. Drawbacks like that tend to offer diminishing returns. So killing yourself would just be a fodder aspect of the move. This isn't going to be stronger than another super move, so you really won't be doing more than just an explosion centred on yourself. Something similar to a 'self-destruct' move would be:
[spoiler]Load-Bearing (Approval Link) (Requires Area Attack Proficiency, Survival) (300)

This is a passive move activated on death. When Desco has sustained enough damage to die, her body starts to make small explosions and glow brightly. These explosions start to grow in size and strength quickly, culminating into one slow moving final blast shattering the ground and everything around her, causing the localized area to fall apart, range based on her Prime level (15 feet diameter per level). Her Artifacts drop from her as she starts exploding. If Desco is fused with this move, the move range defaults to the highest level of those in the fusion.
This also needs ranged prof due to the explosion size.[/spoiler]
But this is mostly a fodder after-battle thing.
If you got disassemble, I guess you could get a move where you self-destruct and rebuild yourself afterwards - if that works for ya.
