NPC Name: Tia Dalma, Voodoo Priestess

Character History:
Tia Dalma was a mysterious Caribbean soothsayer. A mystic who wields the power of voodoo-like magic, there was more to her than meets the eye. Before she was known as Tia Dalma, she was the sea goddess Calypso, until the First Brethren Court tricked the goddess and imprisoned her into the body of a mortal woman.
A woman of power, Tia Dalma resided deep within the bayou swamps of Cuba, in a sprawling wooden shack perched in a treetop by the mouth of the Pantano River. Some believed that judging Tia Dalma by her humble home was a mistake, as she had uncanny powers to foretell the future, to summon up demons, and to look deep into men's souls. She had devoted her powers to help anyone who needed it. So it was to this mysterious and beautiful mystic that Jack Sparrow occasionally turned to for help, who once provided him with his unique compass. Tia Dalma also had dealings with Angelica, who traded a ring in order to learn the Profane Ritual.
Over the years, the imprisoned Calypso assumed the alias of Tia Dalma. It wasn't until around the War Against Piracy that she gained an opportunity for freedom from her human bonds. Tia Dalma/Calypso needed all the Pirate Lords in order to assemble the Brethren, so they could release her from her human bonds. She resurrected Hector Barbossa and tricked him to retrieve Jack Sparrow from Davy Jones' Locker and summon a fourth meeting of the Brethren. Despite the Pirate Lords not having an agreement, Barbossa took all the Pieces of Eight, the powerful items that had imprisoned Calypso, and then undid the spell that bound her to mortal flesh. Now free, Calypso's wrath became horrible to behold, having discovered Davy Jones' betrayal. The enraged goddess created a massive maelstrom, where a battle raged at the center of it. And it was in that very battle that Davy Jones' heart was pierced and he died.
Receiving the call to the Omniverse, Tia Dalma accepted apprehensively. Traveling to the Omniverse required returning to her mortal prison, but with that concession came the promise of great power. Seduced by that promise, Tia Dalma entered the Omniverse and entered the Vasty Deep soon after. Many in the Verse came to recognize the latent power of Calypso within Tia Dalma and sought her as an ally in their petty squabbles. Tia Dalma, uninterested in the affairs of mortal men, soon retreated to one of the Verse's outlying islands, keeping in sparse contact with a few sea captains and adventurers who kept her apprised of significant events, and continued to hone her crafts of healing, scrying, and necromancy.

Zombie Companion (300 OM): Calling upon her latent necromantic powers, after a few minutes of concentration Tia Dalma can raise a human or animal (within 20 yards) from the dead to serve as her companion. In combat, the mindless companion will attack the closest target mindlessly in defense of its master, and cannot wield weapons or armor, performing only biting attacks and clumsy punches. (This zombie does not cause those it bites to become zombies.) Outside of combat, the zombie is a faithful servant used to perform menial tasks and act as a sentry to protect Tia Dalma's island haven in the Vasty Deep. (Not sure if this should cost 600 OM for the out of combat capability.)
Past and Future (600 OM): By concentrating briefly on a willing host, Tia Dalma can see their past and/or future (Insight/Foresight Powers) in great detail, often discerning details of which the host itself is unaware. In combat or against an unwilling host, this move functions exactly like the Insight power's description and pits Tia Dalma's TEC against the enemy.
Fair Winds and Following Seas (900 OM): The Sea Goddess has an innate control over the weather while near water, able to conjure or quell wind, waves, and dangerous storm clouds to aid allies or impede and attack enemies after several seconds of concentration (Ranged Proficiency, Area Attack Proficiency, Area Defense Proficiency, Debuff Proficiency[?]). In combat, Tia Dalma can conjure a strong gust of wind capable of toppling large enemies over and throwing medium and small enemies several feet. Similarly, Tia Dalma can conjure ten-foot (is this appropriate?) waves to batter large enemies and sweep medium and small enemies several feet along the ground. Finally, Tia Dalma can conjure a rippling storm cloud that unleashes several indiscriminate bolts of lightning, harming both friends and foes caught in their path.
Cure (300 OM): By concentrating for a few minutes to several days (depending on the severity of the affliction) on an ally, Tia Dalma can remove deadly toxins and diseases from her target. (Sadly, Whirda's contagion is too sophisticated for such a simple fix.) This move cannot cure martial wounds, but can cure everything from the common cold to the venom of a deadly serpent to the most dangerous diseases.
Voodoo Doll (300 OM): After several seconds of concentration, Tia Dalma tethers the soul of an enemy to one of several tiny voodoo dolls she carries in a pouch on her belt (Debuff Proficiency, Remote Control Proficiency[?]). While weak, non-Prime enemies are tethered, Tia Dalma can manipulate the doll, causing her enemy to mirror any movements the doll makes. Poking the doll with needles will cause sharp pain in the affected area but does not deal lasting damage or create open wounds. Against enemy Primes this move functions similarly but its effectiveness depends on the enemy's TEC.
Healing Stream (300 OM): Tia Dalma conjures a constant stream of healing energy for as long as she concentrates on an ally (Healing Power, Ranged Proficiency).
Calypso's Maelstrom (Tier 1 Offensive Super Move, 600 OM): Tia Dalma conjures a massive maelstrom thirty feet across, quite similar to a condensed hurricane. Enemies near the maelstrom will be sucked in by its powerful winds and tossed like a ragdoll while skeins of rippling electricity shock and burn them and freezing rain pelts them. The maelstrom lasts just twenty to thirty seconds unless there is a water source to sustain it, whereupon it lasts up to a few minutes.
Powered-Up Form:
Tier 1 Powered-Up Form - Calypso Unleashed (1,000 OM): Tia Dalma becomes enormous in this form (Growth Power), towering several stories tall. Sustaining this form for more than several minutes causes Tia Dalma to crumble into thousands of tiny crabs (Hive Mind/Disassemble Powers).

Tia Dalma is a powerful mystic and voodoo priestess, the human embodiment of the Sea Goddess Calypso. Tia Dalma is a character with a lot of room for growth and is a valuable contribution to the Omniverse, while also being fairly obscure and unlikely to be sought by a new member.
What role do they play in your story?
Tia Dalma cares for Whirda after she succumbs to the contagion in the Pale Moors, having her transported to her island home in the Vasty Deep. Using her advanced voodoo and clerical powers, Tia Dalma manages to keep Whirda alive and stave off the full transition into a shade, and seeks to set her on the path to a true cure.

I would think she is a C-Lister, but might be a B-Lister. Up to you.
