I'm going to assume that there are likely 'formal' graveyards on Tier 1 and Tier 2, although I imagine that mausoleums are probably more popular. Think, like, ancient Egypt, where even middle management would want to go overboard on their resting places.. Graveplots? How pedestrian.
Anything T4 and below, I'm going to assume they probably have nothing formal for graves. Probably because a) grave robbing, b) lack of space, and c) I could see the Empire banning any sort of non-certified digging below ground.
