Designed as a successor to the standard issue M4 Carbine, the Liberator serves as a symbol of resistance across the globe. As the most recent and common rifle populating the broken world that Kate comes from, it is a weapon she is familiar with. The standard, unmodified stock variant of the Liberator has an effective firing range of 450m. It fires with accuracy, prizing precision over power. Attached to the side of the barrel is her tactical flashlight, hastily slapped onto the rail system. Sometimes it brings back bittersweet memories.

Second Wind - 300 OM (Buff Proficiency)
The burning brand seared into Kate’s palm serves as more than just a magnet for death. As she has been forced to come to terms with its strange powers over time, the young girl has realized its abilities can be used to her advantage. One of those abilities is to provide a timely burst of adrenaline. With a touch of her hand and its glowing brand, Kate can trigger a response in the body of most any living thing, providing them with a powerful, albeit temporary, second wind. Small wounds and fatigue are forgotten, allowing the target to push through the pain in order to perform otherwise difficult feats with ease. It costs Kate a portion of her own stamina to provide this boost. It is not something she likes to use more than once, often leaving her sick and dizzy. This transference of energy requires skin-on-skin contact and 3 seconds of channeling. The target functions on borrowed strength, drawing from a pool of energy that is not their own during the rush. It can last up to 30 seconds, but in battle that’s all you might need. After the adrenaline fades, the target may feel drained and tired in direct relation to wounds they suffered before or during their rush, but thanks to Kate’s gift they are not nearly as drained as if they had functioned on their own reserves. Kate, however, is often left weakened. Depending on her own state of health, she can be moderately fatigued or painfully sick.

E.g. Kate provides a boost while moderately fatigued to an injured teammate. Teammate is able to escape battle within 30 seconds and finds themselves weak, but stable. Kate is dizzy and queasy, but it fades over time.

M5a “Liberator” Modified Resistance Rifle: This is going to pretty weak. It's shooting 10 bullets per second and you only have 1 ATK. It's also crazy-accurate. You'd be unlikely to break the skin of someone with only 0 DEF without firing for a bit. Especially since you don't even need to reload. Also, 450m is quite a fair distance. With this fire rate and no scope or anything mentioned, understand that you're not going to be hitting this regularly - even with 4 TEC. Especially if they're moving. I'm also going to say that you should really add a damage drop off towards the maximum range. I would highly recommend that you reduce the fire rate, otherwise you could be shooting at some high DEF prime for ages and they're really not going to care much.

Second Wind: Lots of drawbacks but all this really does it let someone ignore fatigue and wounds for a bit. It's alright, but you could really cut down on the drawbacks here and shorten out the description. I think you're overestimating how harsh buff drawbacks need to be. Here's an example of a similar move from the rules (although this doesn't allow people to ignore fatigue, but since yours requires touch contact and only affects one person it'd be fine for you to use this as a basis for your move's drawbacks):

Bluddflagg stops where he is, throws his head back, and lets out a mighty roar of the titular Orky battlecry: WAAAAAAUUUUUUUUUUUUUUUUUUUGH!!!! Of course, he does have to stop everything he's doing to howl this out, but the effects can be worth it. Allies who hear this during the fight will gain a burst of morale and adrenaline. For a short time, about half a minute, those allies can shrug off injuries as if they had the Survival power, but they do still take the damage, and after the half minute is up, if a wound would have normally killed them, they'll then likely keel over. Still, the move can buy himself and allies just enough time to at least take the sorry gits they're fighting with them! This move can only be used once per fight.[/spoiler]

Lastly, do you have a rough height for Kate?
