Yeah. It would work like that. Some people can resummon their weapons "on the fly", so you stealing a weapon of theirs would just be a minor inconvenience in those cases.
For Jack's move, you can still grab the physical object (but can only hold onto it for the 5 seconds). As there's nothing in your move that prevents them from resummoning it or prevents it from disappearing.
