For an OC, you'd have a bit more sway (since, like, it's your canon so you can shove 'em both under the same character bracket as if they're alternative personalities). So someone like Summer/Sonny could get an assist for Sonny and Summer so they can both fight at the same time in seperate bodies. And in non-combat situations simply have the other be about and both exist at the same time with a fodder move. Doing it with NPC Primes wouldn't fly, since it wouldn't really make sense - and you'd be using them to get a direct advantage.
I wouldn't use them together in fights, outside of assists, this idea isn't for an advantage of any sort, but I do understand not wanting to take two prominent characters in one, I just didn't see them as that prominent. The one Disney character we had (Mickey Mouse/Jacob) was allowed to pull all kinds of Disney characters, even lead roles like Simba from Lion King, so I didn't think this was a stretch.
Also, would we not allow Mario to assist Luigi? Is using him as a NPC that much more of a stretch? I would surrender rights to anyone attempting to join as Maui also. I don't wan't to be Maui, but I don't want to be Moana without Maui either... (lol) It's cool if its still a no, just my reasoning for why it thought it might be allowed.
Edit: If I did indeed add alt forms to this equation, would that change things for the better?
