Firstly, roughly how tall is he? You can finalise it later, I'd just like a rough height.
Now, for your moves:
I've bolded a few sections here. Since these are all physical objects, you don't need to add in times. Someone can swing a sword as fast as they can swing a sword. Also, I'm fairly sure someone could swing a spear much faster than once every 4 seconds, even if it's big. What happens if you get a boost to SPD later? That would let you swing weapons faster and block faster. It's better to just describe it as being "slow and heavy" or "light and quick" or "as heavy as a normal steel sword", etc.. They're actual objects, so people will know what you mean.

The blade’s hilt has a swirl design that loops to the hilt guard and has a circular pommel with a ball like shape in its center. Used for quick slashes and stabs the blade takes a second to be pulled out of it sheath and a second as well to be used in an attack. The short sword is highly efficient when used by someone trained to use it in dealing quick light damage.
