I mean, he kinda WAS a bad villain. The most evil thing he did was murder some soldiers on arrival and create an Omni Anticult. On the flipside, he Banished Volvagia, removing a pretty evil threat from the world.
But Neal wasn't meant to be a villain, any more than Cthulhu is a villain. Villainry requires a mortal's moral code, and unknowable enigmas don't have that any more than animals do.
