Again, I'm not that brand of asshole who's trying to find ways to get free damage or work around the limitations of needing an offensive and defensive Supermove.
The plan as it stands is that Dio will need to have the Power up of having The World out (Whether this would be an assist or a power up is undecided but he'd need to have it out anyways.) during the entire duration of the time stop, exhaustion as if he had been sprinting the entire time at his top speed, requirement that he has drank the blood of a prime in the past day, and it'll STILL require wind up with an auto fail if he takes any damage before he finishes the wind up.
I am not trying to power game this. I just want to be allowed to have the potential to reach one of the character's core canon abilities.
Which while it seems fine that he will be able to at least in spirit, I don't understand why having a move with huge limitations like these be able to land a killing blow would be unbalanced from a player perspective. I mean it requires someone to be level 10 before they can even use the full 5 seconds that Ganon mentioned. At this level it would only be active for a single second before vanishing, and I've seen stuns that do damage approved with less drawbacks in other threads.
