I don't consider this a fourth wall break. A 4th wall break would be giving a character information they wouldn't know normally revolving around the nature of the site. Like having them know about other characters by reading their posts. If he sees a cartoon in the OV, you can have him pull stuff out with the right move/assist. If he remembers an anime from back home, sure. That still works.
It probably wouldn't be one move. Besides perhaps minor things within the real of fodder, you'd need a new move for every "effect". And if you want to bring a toy robot or some character to fight for you, that'd need to be an assist (unless you're confident to write a move that treats it like a mind-controlled dummy). Also, you're not going to be able to summon, say, a real-life comedian or actor (that actually exists irl). Also, you're gonna need approval for making a summoned assist thing be an actual character that you didn't make.
So, you're probably good. Just throw down a specific move in the workshop. You can't write something like "Rafael can pull a weapon or character from TV screens". You'd need to describe the weapon/character and so on.
