I think this isn't piece of hard OV canon, and more of a fluid thing based on who's telling the story.
In my own telling, augmentation is not uncommon, but people usually cover theirs up or have natural looking prosthetics.
It's not taboo or anything, but people just prefer to look like they're whole whenever possible. As for optional augmentations, I don't think they're taboo or shamed. Again, most people won't draw attention to them.
For example, Drake Oneir has two cybernetic legs, augmented eyes, and a galvanic code uplink built into his hands and left arm. Nobody looks down on him for this; it's no different than how real life people augment themselves with smartphones. The only difference is that it's not part of their body.
